PE Licensed Civil/Construction Engineer
Details: We are currently seeking a Construction Engineer for our Los Angeles office with experience specific to the design and construction of buildings to assist in the determination of the cause, origin, and extent of construction defects, construction delays, structural failures, water intrusions, and other failures. An understanding and proficiency of installation standards, practices, and procedures within the building construction industry is essential. Duties in this key position involve the investigation and analysis of residential, commercial, and industrial properties for the purpose of resolving claims and legal disputes. Assignments may include contract disputes, installation deficiencies, material deficiencies, site evaluations, settlement investigations, structural assessments, and vibration analyses. Preparation of oral and written reports to document the causes of failure, extent of loss, culpable party(s), associated work scope, and recommended remediation are essential as is providing opinions and expert testimony in litigation matters. Additional duties include gathering photographic evidence, conducting investigations to document onsite conditions, overseeing field-testing, and reviewing historical documentation. A BS or better in Civil Engineering or Construction Management with 10 years minimum experience, and a PE license in California are required. Prior experience performing forensic investigations, renovation work, and building related construction experience is desirable. Must possess strong verbal and written communication skills and be able to deliver presentations to clients for the purposes of both litigation support and marketing. Must be able to lift up to 50 pounds and able to perform inspections in confined spaces. The Process Safety Management Engineer will be expected to: Lead the facilities’ Process Safety Steering Committee (PSSC) under the direction of the Health, Safety and Security Manager. Be vigilant of issues and conditions that can affect their fellow workers. Report any issues that can impact the environment or the safety of the employees. Interface with and influences Operations, Maintenance, and Safety, Training, and Engineering staff to ensure that hazards are identified, risk is appropriately managed, and the required 14 elements of Process Safety Management regulation (CFR 1910.119) are in compliance. Be responsible for the ownership for execution of projects and action items related to PSM/RMP. Facilitates understanding and fosters buy-in between all groups required for PSM Program success. Partner with Process Safety Steering Committee to develop implementation plans to meet OSHA/EPA PSM/RMP Program Standards. Ensure all changes to covered processes are controlled through Management Of Change and Pre-Startup Safety Review procedures; adequate front end engineering is performed for all proposed changes; potentially catastrophic incidents are investigated; and Process Hazard Analysis methodology is appropriate for the complexity of the process being evaluated. Act as the Process Hazard Analysis team leader when appropriate. Lead Process Safety Steering Committee (PSSC) meetings at each facility, including agenda development and scheduling and is able to lead/facilitate PHA meetings using various methodologies such as hazard operability study. Be responsible for ensuring documentation and program implementation of Mechanical Integrity, Quality Assurance, Emergency Action Plans, Process Hazard Analysis, Operating Procedures, Process Safety Information, Operator and Maintenance Training, Safety Procedures, and Contractors is maintained to assure compliance with the PSM/RMP Program Standards for each facility. Communicate critical performance information to management relating to PSM and RMP deadlines. Facilitate the flow of PSM/RMP information between operations, maintenance, engineering, safety, training, and environmental groups. Consult with employees and their representatives on the conduct and development of process safety management program elements at each facility and ensures that employees and their representatives have access to information required under the PSM/RMP regulations. Develop schedules for Process Hazard Analysis revalidations, operator training, maintenance training, operating procedure certifications, and maintenance procedure certifications for each facility. Conduct Process Hazard Analysis as necessary. Be responsible for ensuring employees and contractor groups under his/her control are made aware of pertinent health, safety, and environmental hazards and aspects.
